Utility: osg_dc_find_files_in_pnfs_not_on_disk


This utility finds files in PNFS which are not actually present on 
disk of any pool. That is, it is an external way to find files in 
PNFS which have zero physical replicas in the currently working pools.

Required Arguments:
	-base <directory>        The base PNFS directory to start in.
