This utility gets the hostname of the local machine, and considers it
to be hosting a pool. It gets a copy of the cell information webpage
from the HTTP:2288 web interface, then tries to verify the presence 
of the local hostname in the page. If successful, nothing is done.
If pool status is found as 'OFFLINE', utility tries to autorestart
using the init.d/pool script, and sends an email notification to the
site adminstrators.

Utility requires local copy of /opt/d-cache/toolkit/ToolControl.conf

Sites are recommended to install this utility on every pool, and to 
run it frequently.

No Arguments needed.
